The "Implementation Opinions" put forward development goals to 2025 and 2027 from the aspects of technological innovation, product breakthrough, enterprise cultivation, scene development, and industrial competitiveness. By 2025, some areas of the future industry will reach the international advanced level. We will build a batch of future industry incubators and pilot areas, break through 100 cutting-edge key core technologies, form 100 iconic products, and formulate 100 key standards to initially form a future industrial development model that meets the actual conditions of our country; By 2027, the comprehensive strength of the future industry will be significantly improved, and some fields will achieve global leadership. Major breakthroughs have been made in key core technologies, a number of new technologies, new products, new forms of business, and new models have been widely applied, and key industries have achieved large-scale development, becoming an important source of future industries in the world.

It is worth mentioning that the "Implementation Opinions" propose to strengthen the future high-end equipment, accelerate the development and innovative application of deep-sea submersibles, deep-sea operation equipment, deep-sea search and rescue exploration equipment, deep-sea intelligent unmanned platforms; Breakthrough smart ships, unmanned boats and other high-end equipment products.
